The statutory transfer is the largest of the three transfers, and is made up of oil income, various taxes and duties, and distributions from crude oil excess. Numerous indicators combine to determine the allocation of the statutory transfer, with the largest percentage (54% in total) being equally divided between states. The 87% of crude oil excess that does not derive to producer states is allocated in the same manner as the statutory transfer allocation.
